Summary

The purpose of the NCCAG Vegetation data set is to identify vegetation that is commonly associated with groundwater in Californias 517 Groundwater Basins defined in Bulletin 118 (2016). The associated data are considered DWR enterprise GIS data, which meet all appropriate requirements of the DWR Spatial Data Standards, specifically the DWR Spatial Data Standard version 2.1, dated March 9, 2016. The features in the data set were not created by DWR. Data were originally developed by California Department of Fish and Wildlife (CDFW), U.S. Department of Agriculture - Forest Service (USDA-FS), California Department of Forestry and Fire Protection (CDFF), and U.S. Fish and Wildlife Service (USFWS). Features in the NCCAG Vegetation data set were merely extracted from these sources under a set of defined rules and procedures. DWR makes no warranties or guarantees either expressed or implied as to the completeness, accuracy, or correctness of the data. DWR neither accepts nor assumes liability arising from or for any incorrect, incomplete, or misleading subject data. Description

The Natural Communities Commonly Associated with Groundwater (NCCAG) Vegetation data set is a compilation phreatophytic vegetation from 45 publicly available state agency and federal data sets. The extracted vegetation features are considered to be commonly associated with groundwater based on published and/or field observations of phreatophytic characteristics in California.

The California Department of Fish and Wildlife (CDFW) has compiled a set of high-resolution vegetation maps with consistent mapping and classification protocols as part of the Vegetation Classification and Mapping Program (VegCAMP). VegCAMP identifies alliances that are associated with specific dominant species. 47 VegCAMP datasets were merged to a create a statewide coverage of the data (52% of California). In cases of VegCAMP dataset overlap, the dataset with the most recent aerial imagery was chosen. After spatially intersecting the compiled VegCAMP dataset with the ecoregion subsections of California (U.S. Department of Agriculture - Forest Service 2007), each unique vegetation/ecoregion type determined to be phreatophytic in a given ecoregion was extracted into the NCCAG Vegetation dataset. Region 5 of U.S. Department of Agriculture - Forest Service has completed detailed vegetation maps for almost 75% of California as part of its California Existing Vegetation (CALVEG) program (U.S. Department of Agriculture - Forest Service 2016) . Data for each ecoregion subsections of California (U.S. Department of Agriculture - Forest Service 2007) were merged to create a composite layer for the state. Since CALVEG data identifies ecoregion for each vegetation unit, no spatial intersect was required. Each unique vegetation/ecoregion type determined to be phreatophytic in a given ecoregion was extracted into the NCCAG dataset. The California Department of Forestry and Fire Prevention has generated a multi-source vegetation layer (FVEG) as part of its Forest and Range Assessment Program (California Department of Forestry and Fire Protection 2015). This vegetation layer uses the Wildlife Habitat Relationship (WHR) vegetation type classification, which only identifies dominant species for some vegetation types. After spatially intersecting the compiled FVEG dataset with the ecoregion subsections of California (U.S. Department of Agriculture - Forest Service 2007), each unique vegetation/ecoregion type determined to be phreatophytic in a given ecoregion was extracted into the NCCAG dataset. The U.S. Fish and Wildlife Service (USFWS) has a program to map riparian vegetation in the arid regions of the United States (U.S. Fish and Wildlife Service 2009). The USFWS has only mapped riparian vegetation in about 6% of California and dominant species are only identified in 17% of the mapped riparian vegetation patches, all of which were extracted into the NCCAG dataset.

Description
In areas where multiple vegetation data overlapped, the data source with the more detailed vegetation classification was chosen to supersede the others. As a result, the preference order for vegetation data was: 1. VegCAMP 2. CALVEG 3. USFWS Riparian 4. FVEG. Each data source was clipped to the Bulletin 118 Interim Update 2016 Groundwater Basin boundaries (i08_B118_CA_GroundwaterBasins). Any source features underlying agricultural areas identified in the 2014 statewide Crop Mapping dataset released in 2017 (i15_Crop_Mapping_2014) were removed from the NCCAG dataset. With the exception of narrow riparian corridors, any source features underlying urban areas identified in a compilation of DWR County Land Use Surveys beginning in 2000 through 2014 and the 2014 US Department of Agriculture Cropland Data Layer were removed from NCCAG dataset. In narrow riparian corridors located in mapped urban areas, source features underlying urban areas yet within 100 meters of rivers and waterbodies as mapped in the NHDPlus V2 dataset were retained. Additional screening was done to retain source features of certain vegetation types located along alluvial floodplains as well as to remove those located on hillslopes where they are more likely to rely on surface water, rainfall, and fog drip than on groundwater. The vegetation types include those of dominant species Carex barbarae, Juglans californica, Picea sitchensis, Pinus contorta, Quercus agrifolia, or Sequoia sempervirens as well as the Desert Mixed Wash Shrub vegetation type. The US Environmental Protection Agency 2013 maps of active river areas were used to clip these vegetation types to remove hillslope areas. For the Alkali Desert Scrub vegetation type, all areas interspersed within irrigated agricultural fields were removed. For vegetation types with Distichlis spicata as the dominant species, only the mapped locations in the desert ecoregions were retained. For the Playa vegetation type, recent high-resolution satellite imagery was used to remove source features without visible vegetation stands. A high-level review of features retained in the dataset following processes described above was conducted to remove mapping errors and any features that were most likely dependent on surface water sources. Some of the processing steps mentioned above altered the geometry of the vegetation and wetland polygons to make them smaller than the minimum mapping unit for the source dataset. All features remaining in the NCCAG dataset smaller than the minimum mapping unit of its respective data source were removed. If there was no minimum mapping unit published in the metadata or associated reports for the source dataset, a minimum mapping unit of 1,000 m2 (roughly 1/4 acre) was applied. In some cases, the data source included vegetation or wetland features smaller than the published minimum mapping unit. These features were retained in the NCCAG dataset if they were identical to the polygon in the source dataset (i.e. they had not been modified by the processing steps listed above).
