Focused Planning Areas (FPAs) identified in 2003 by the Multiple Habitat Conservation Program (MHCP) covering northwestern San Diego County.
<DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN><SPAN>The FPAs </SPAN></SPAN><SPAN><SPAN>were designed to conserve as much of the Biological Core and Linkage Area (BCLA) as possible, minimize preserve fragmentation, maximize use of existing public lands and open space, and maintain private property rights and economic viability (MHCP Executive Summary 2003). Some areas are designated hardline and some softline. The hardline areas are designated primarily for conservation while the softline areas may be further delineated to development or conservation.
