Summary

The Suisun Marsh is one of the largest contiguous brackish marshes remaining in the United States covering over 69,000 acres of tidal and seasonally managed wetland. In 1977 the Suisun Preservation Act was legislated and required that the Suisun Marsh be managed for its wildlife resources. As part of the monitoring program in the Plan of Protection, a Triennial Vegetation Survey was developed to document the overall vegetation composition of the marsh and to monitor Salt Marsh Harvest Marsh (SMHM) habitat by the use of aerial photography in combination with ground verification. However, there were some concerns about the methodology used and the lack of useful maps from the 1988, 1991, and 1994 surveys. In 1996, an interagency technical committee was convened to review the current survey methodology and recommended a more detailed monitoring system for vegetation changes within the marsh. Consequently, in July 1997 the committee agreed to implement a new survey methodology for the 1998 vegetation survey (reported herein).

Description

As part of the monitoring program in the Plan of Protection, a Triennial Vegetation Survey was developed to document the overall vegetation composition of the Suisun Marsh and to monitor Salt Marsh Harvest Marsh (SMHM) habitat by the use of aerial photography in combination with ground verification. The vegetation map adheres to the 1998 National Vegetation Classification Standard (NVCS) and the 1995 Manual of California Vegetation (MCV).

The mapping study area consists of approximately 69,323 acres of Solano county. The map consists of 39,460 vegetation polygons. SPOT satellite imagery acquired June, 1999 was utilized as a base for the delineated polygons and photo interpretation signature in the focus study areas. This vegetation mapping project of Suisun Marsh blends ground-based classification, aerial photo interpretation, and GIS editing and processing. The method is based on the development of a quantitative vegetation classification, which is used to describe the vegetation map units of the marsh. The minimum mapping unit (MMU) for this project was 0.5 acre. Delineation was done without attempting to classify the signatures; all visibly different signatures were delineated. A small number of the resulting polygons were below the general 0.5 acre minimum; these were drawn because they had distinctive photo signatures.

Accuracy Assessments (AA) were performed, beginning in September 2000. During this effort, team members utilized Global Position System (GPS) to locate delineated vegetation polygons and accuracy assessment forms were completed. A total of 271 vegetation polygons were visited during this effort.

The Sensitive Flag is a field where exceptions to what is in the ranking for an alliance or a determination for a group based on alliances are captured. For example, an alliance might be ranked as G4/S4, because it is broadly distributed in the state and covers a considerable area. States for this field include: "AllAssocOfAlliance" (described above); "AllAllianceOfGroup" (similar to AllAssocOfAlliance but used when all the alliances in the group are ranked as sensitive); "AllAssocOfMapClass" (used when the map only contains a subset of associations known in the state and all of these are sensitive); "SecondryFromSplit" (this can occur when the alliance or other community/level which was mapped was subsequently split into multiple, both sides of the split are known to be present in the map, the primary is not sensitive but the less common community/level from the split is sensitive); and "AllAssocFromRegion" (when it is known that only a subset of associations from alliance exist within the ecoregion that the map is in and all these are sensitive).
